NHS White Rose House
NHS Property Services appointed Photuris Fire & Security to deliver a Turnkey CCTV with Deep Learning solution at White Rose House. The site faced ongoing antisocial behaviour and loitering in the car park and surrounding external areas. A modern, proactive security upgrade was required.
The Challenge
White Rose House had experienced repeated incidents of individuals remaining in the car park for extended periods. As a result, staff and visitors raised safeguarding concerns. Confidence in the overall security of the site began to decline.
The existing CCTV infrastructure was ageing and analogue. Image quality was limited and coverage was inconsistent. While it could record events, it could not deter them. Therefore, NHS Property Services required a system that would actively discourage unwanted behaviour.





The Solution
To address the issue effectively, our internal design team developed a comprehensive security upgrade. By leveraging long-term partnerships and experience in healthcare estates, Photuris produced a full design and quotation. This included:
- Upgrading analogue CCTV to high-definition IP surveillance for better evidence
- Improving coverage across the car park, perimeter and entry points
- Commissioning deep learning analytics with loitering detection and active deterrence
- Upgrading ageing external lighting to improve safety and night-time image quality
As an Axis Silver Partner, our designers selected each device for its application. We balanced coverage, image quality, pixel density, DORI performance and cost. The following equipment was chosen:
- Axis M3125-LVE turret dome cameras
- Axis M4317-PLVE 360 degree cameras for wide coverage areas
- Axis M2035-LE bullet cameras for perimeter coverage
- Axis M3215-LVE vandal-resistant dome cameras for hotspots
- Axis P4705-PLVE panoramic cameras for the car park
- Axis D1110 video decoders for live viewing points
- Axis D4100-VE Mk II network strobe sirens for active deterrence
This combination of dome, bullet and panoramic cameras provides clear, high-quality coverage across vulnerable external areas and key approaches. In addition, externally accessible devices are vandal-resistant and appropriately rated for the environment.
Intelligent Deep Learning Analytics with Deterrence
A central part of the upgrade was the use of Axis Object Analytics. Deep learning processing runs directly on the cameras. We configured defined hotspots within the car park and other vulnerable areas.
If an individual remains in a zone beyond a short dwell time, the system issues a discreet warning. This first alert is designed to avoid disturbing staff, while still making it clear that activity has been detected.
However, if loitering continues or motion occurs in higher-risk hotspots, the system escalates automatically. It triggers the integrated Axis sounder strobes in the car park, producing a powerful 110dB audible warning alongside a visual strobe. This creates a strong deterrent and encourages people to leave the area.
As a result, the response stays proportionate. It begins calmly, then escalates only when needed. The system also runs automatically, without constant manual monitoring.





Recording & Management
The system is managed using Axis Camera Station Pro, which integrates seamlessly with all installed devices. It provides intuitive live viewing, rapid incident review with smart search, and straightforward export tools when footage is required.
We included five-year licensing to support long-term stability and reduce future support costs.
To underpin reliability, Photuris leveraged strategic partnerships with Dell and Aruba. Dell ProSupport backs the mission-critical recording server with Next Business Day response. In addition, Aruba switching hardware supports the CCTV network and comes with a lifetime warranty. Together, this provides strong long-term resilience.
Photuris delivered the project on a full turnkey basis. We installed all cabling, power supplies, networking hardware and server infrastructure, then fully commissioned and tested the system.
External Lighting Upgrade
As part of the wider improvements, Photuris also upgraded the site’s dated and failing external lighting. Poor illumination had reduced safety and CCTV effectiveness after dark.
We installed new Lumineux LED floodlights to improve light levels across the car park and perimeter. Consequently, CCTV image clarity improved and the environment became safer for staff and visitors.





Outcome
The upgraded CCTV system and lighting have strengthened security at White Rose House. By combining high-quality IP surveillance, deep learning analytics and staged deterrence, the site now benefits from:

- Proactive management of loitering and hotspot activity
