The Challenge

An analogue system that couldn't deter.

White Rose House had experienced repeated incidents of individuals remaining in the car park for extended periods. Staff and visitors raised safeguarding concerns, and confidence in the overall security of the site began to decline. The existing CCTV infrastructure was ageing and analogue. Image quality was limited, coverage was inconsistent and — crucially — the system could record events but could not deter them. NHS Property Services required a platform that would actively discourage unwanted behaviour, stand up to the evidential burden of a public estate, and remain fully compliant with UK GDPR and the Data Protection Act 2018.

Intelligent Analytics

Deep-learning on every camera, staged deterrence on demand.

Axis Object Analytics — deep-learning processing that runs directly on each camera — anchors the system. We configured defined hotspots across the car park and vulnerable external zones, with differentiated dwell-time thresholds for each. When an individual remains in a zone beyond a short dwell time, the system issues a discreet first warning designed to alert operators without disturbing staff. If loitering continues or motion occurs in higher-risk hotspots, the response escalates automatically — triggering the integrated Axis D4100-VE Mk II strobe sirens in the car park. At 110 dB with a synchronised visual strobe, the effect is unambiguous, and the vast majority of individuals leave before any human intervention is required.

Where recording alone had failed, this device closes the loop. Triggered automatically by the on-camera analytics, the strobe siren makes the response to loitering unambiguous — and the vast majority of individuals leave before any human intervention is required.

The response stays proportionate. It begins calmly, then escalates only when needed — and runs automatically, without constant manual monitoring.

The system is managed end-to-end using Axis Camera Station Pro — intuitive live view, rapid smart-search incident review, and straightforward evidential export. Five-year licensing is included to underpin stability and reduce future support costs. The mission-critical recording server is backed by Dell ProSupport with Next Business Day response; the CCTV network runs on Aruba switching with a lifetime warranty.

Beyond Cameras

LED floodlighting restored night-time image quality.

As part of the wider improvements, Photuris also upgraded the site's dated and failing external lighting. Poor illumination had reduced both personal safety and CCTV effectiveness after dark. We installed new Lumineux LED floodlights across the car park and perimeter, raising light levels to a useful working minimum. Image clarity on the new IP cameras improved in step, and the environment became measurably safer for staff and visitors leaving after hours.
